1 lb Shrimp, 2 lbs Mussels, Arborio Rice, Saffron Threads (soaked), White Wine, Smoked Paprika, Cumin, Cayenne.
Preparation
01. Base Protocol: Soften onion and garlic in olive oil. Toast the rice for 2 minutes to lock in structural integrity.
02. Infusion: Add wine and cook until absorbed. Integrate the saffron-water and spice matrix. Simmer for 20 minutes.
03. Deployment: Layer the shrimp and mussels. Cook until the mussels achieve "Open" status (5-7 mins).
